Drayage Truck Compliance Deadline
Beginning January 1, 2012, the California Air Resources Board (CARB) Drayage Truck Regulation compliance deadlines are set to change. The change will impact owners of drayage trucks with 2004 model year engines. For more information visit:

Drayage Truck Regulation Amendments
On Wednesday, November 9, 2011, the Office of Administrative Law approved amendments to the Drayage Truck Regulation. These amendments became effective immediately.

The two key changes to the regulation are:
1) Class 7 trucks are now Drayage Trucks with regulatory requirements.

Background
In December 2007, the California Air Resources Board (CARB) approved a regulation to reduce emissions from drayage trucks at California's ports and intermodal rail yards. According to the regulation, all drayage trucks entering the Port must be registered in the CARB Drayage Truck Registry and meet specific air emissions standards. All non-exempt on-road class 8 diesel-fueled trucks not registered in the CARB drayage truck registry are subject to fines from CARB.

Beginning May 1, 2010 the Port of Hueneme is requiring all CARB compliant trucks be registered in the CARB Drayage Truck registry and all non-compliant truck moves be registered in the Port of Hueneme Non-Compliant Truck Reporting System NCTRS.

Beginning June 1, 2010 all unregistered trucks attempting to enter the Port will be turned at the gate. Either a valid CARB sticker or printed CARB registration confirmation or a printed NCTRS One-Trip Gate Pass will be required to enter the Port of Hueneme.
  • Trucks engine year 2005 OR newer and trucks engine year 1994 - 2004 with a CARB Level 3 VDECS for PM Emissions are in compliance with the CARB regulation and should register below.



  • Trucks engine year 1993 OR OLDER and trucks engine year 1994 - 2004 without a CARB Level 3 VDECS for PM Emissions are not in compliance with the CARB regulation and need to register each truck move in the Port of Hueneme Non-Compliant Truck Reporting System (NCTRS). Register below.
