New Trash Bin and Waste Material Policy (3178) Proposal
(Effective Date 03/01/10)

In general, District terminal and leases agreements place responsibility for trash bins and refuse collection on the terminal operator and/or lessee. The Port Terminal Tariff provides that all cargo handlers must provide trash bins and refuse collection at their job sites. It has become general past practice of the District to provide trash bins, 55-gallon trash receptacles and collection for some tenants and users of the Port. Other tenants and users either contract directly with the City of Port Hueneme for trash bins and refuse collection or pay a fee to the District. The District’s annual cost for trash bins and refuse collection with the City of Port Hueneme is approximately $ 40,000.

This new policy proposes reducing the number of trash bins obtained from the City of Port Hueneme to three (3) or four (4) for internal purposes only. All tenants, terminal operators, and cargo handlers will be required to obtain their own trash bins and refuse collection.
