Advanced Clean Fleets: Drayage Requirements

*UPDATE* On December 28, 2023, CARB issued an enforcement notice stating that they will not be enforcing the Advanced Clean Fleets Drayage reporting and recordkeeping requirements until an EPA waiver has been approved. The Port of Hueneme is still to advising trucks entering the port to continue to correctly register their trucks in TRUCRS.

Advanced Clean Fleets (ACF) regulation is a part of CARB’s strategy to accelerate the transition to zero-emissions medium-duty and heavy-duty vehicles. As of October 2023, the regulation is now in effect. This regulation will impact any in-use class 7 and 8 on-road vehicles that transport cargo to and from California seaports and intermodal railyards. According to the regulation all trucks that are either picking up or dropping off cargo at the Port of Hueneme, must register in CARB’s TRUCRS database as “Tractor-Drayage Sleeper Cab” or as “Tractor-Drayage Day Cab” in order to be compliant. Soon only zero-emission trucks will be allowed to register in TRUCRS.

 

Clean Truck Check

*UPDATE* CARB has extended the Clean Truck Check reporting deadline to January 31, 2023, to allow vehicle owners additional time to complete their initial fleet reporting and meet the 2023 compliance fee payment requirements.

The purpose of the Clean Truck Check (CTC) regulation is to ensure that heavy-duty vehicles operating in California are well-maintained and repaired rapidly, when necessary, through a variety of elements aiming to reduce NOx and DPM such as:

  • Roadside emissions monitoring
  • Improved emissions testing procedures using OBD data
  • Emissions checks and reporting
  • Compliance verification for freight contractors, seaports and intermodal railyards

This regulation will affect nearly all diesel and alternative fuel heavy-duty trucks and buses with a gross vehicle weight rating greater than 14,000lbs. that operate in California. In order to be compliant with this regulation you must register your truck in CARB’s CTC-VIS database. Beginning February 1, 2024, only zero-emission trucks will be allowed to register in CTC-VIS.

 

TRU ATCM 2022 Amendments

The Transport Refrigeration Units, Airborne Toxic Control Measures (TRU ATCM) aim to reduce DPM emissions in areas where TRUs congregate that result in potential for health risks to those that live and work nearby. Originally adopted in 2004, the 2022 amendments are affecting registration, reporting, and recordkeeping requirements for TRU owners and facilities where TRUs operate. This regulation will also require TRU fleet owners to turn over 15% of their TRUs to zero-emission technologies every year starting in 2024. According to this regulation, TRU owners are required to pay compliance fees and register their TRUs into CARB’s ARBER database.

 

Enforcement at the Port of Hueneme

ACF, CTC, and the TRU ATCM 2022 amendments are requiring California seaports and intermodal railyards to comply with reporting and recordkeeping requirements. Thus the Port of Hueneme’s proposed technology plan is preparing to no longer allow non-compliant trucks and TRUs to enter and operate on Port starting January 1, 2024.
