Port Action, Climate, and Environmental Development (PACED) Initiative
The Port of Hueneme (Port) is one of the nation’s most productive and efficient commercial trade gateways for niche cargo on the west coast and consistently ranks among the top ten U.S. ports for automobiles and fresh produce. Port operations support the community by bringing $2.8 billion in economic activity and creating 25,000 trade-related jobs. Trade through the Port generates more than $173.2 million in direct and related state and local taxes, which fund vital community services.
To increase the Port’s operational efficiency, reduce environmental impacts, and maintain long-term competitiveness, the Port has developed the PACED Initiative. The PACED Initiative serves as the overarching strategic modernization plan intended to identify projects that may be pursued over time as operational needs, funding opportunities, regulatory requirements, and Board of Harbor Commissioners (Board) priorities evolve. It will make the Port more economically viable, greener, and ready to continue to serve our local community, regional partners, and the State of California.
The PACED Initiative consists of fifteen separate and distinct projects. The Initiative itself does not approve, authorize, or commit the Port to constructing any of these projects. Rather, each project is a separate discretionary undertaking that serves its own operational purpose, has independent utility, and may proceed on its own schedule regardless of whether any other PACED project is implemented. No individual project depends on the approval or construction of any other PACED project to achieve its intended objectives.
Each proposed project will be subject to environmental review as required and will be evaluated independently before any discretionary approval is considered by the Board. The approval of one project does not commit the Port to undertake any future PACED Initiative project.

PACED C3: Installation of Zero Emission Electric Reefer Plugs to Increase Capacity for Ag Exports and Imports
PACED C4: Efficiency and Safety Improvements with Fendering and Wharf Repairs on Wharf 1
PACED C5: Deepening of Wharf 2, Berths 4 and 5, for Increased Vessel Capacity and Beach Nourishment
