Draft EIR Public Review and Comment Period:

Tuesday, July 21, 2026 to Friday, September 4, 2026

 

Pursuant to Section 15087 of the California Environmental Quality Act (CEQA) Guidelines, this notice is to advise that the Oxnard Harbor District (District), as lead agency, has completed and is issuing notification of the availability of a Draft Environmental Impact Report (EIR), State Clearinghouse No. 2026020575, for the project as described below.

The District is soliciting comments on the environmental analysis contained within the Draft EIR. Pursuant to Section 15204 of the California Environmental Quality Act (CEQA) Guidelines, in reviewing draft EIRs, persons and public agencies should focus on the sufficiency of the document in identifying and analyzing the possible impacts on the environment and ways in which the significant effects of the project might be avoided or mitigated.

Project Title: P1 Hueneme Parking Structure Project

Project Applicant: Oxnard Harbor District 333 Ponoma Street Port Hueneme, CA 93041

Project Location: The approximately 18.8-acre project site is located immediately west of the Port of Hueneme’s (Port) Administrative Office located at 333 Ponoma Street in the City of Port Hueneme in Ventura County, Assessor Parcel Number (APN) 206-0-020-16, -17, -23, and -27.  The project site is located east of the Port channel entrance and north of the commercial harbor. Refer to Figure 1.

Project Description: The Port of Hueneme (Port) is one of the busiest ports on the U.S. West Coast, and currently serves as the fourth largest container port in California and the sixth largest container port on the U.S. West Coast, as well as ranking among the top 10 ports in the U.S. for automobiles.

The proposed project would include construction and operation of an approximately 455,900-square-foot, up-to-six-level aboveground vehicle parking structure with a maximum height of approximately 75 feet, to accommodate approximately 8,500 net new vehicle parking spaces. The parking structure would serve as the transfer point for automobiles unloaded from between ocean-going vessels, with vehicles subsequently driven to designated regional off-site processing centers for processing and distribution and the rail or trucks being used to transport the automobiles to off-Port facilities. No off-site improvements are proposed or required as part of the proposed improvements.

Additionally, an approximately 345,800-square-foot concrete parking pad would be poured outside the parking structure for high-and-heavy cargo/vehicles, which may include oversized cargo, vehicles, or specialized equipment. This concrete pad would be designed to support existing operational requirements, including vehicle maneuvering, staging, and access.

Upon completion, the parking structure would provide approximately 8,500 net new vehicle parking spaces. With implementation of the project, annual automobile imports could increase to approximately 700,000 vehicles by the year 2046, reflecting an average of approximately 58,470 imports per month or 2,249 imports per day (assuming 26 working days per month), or an increase of approximately 1,125 net new vehicles imported per day over existing (baseline year 2026, or 2,249 vehicles minus 1,124 vehicles = 1,125 vehicles). This level of activity represents an approximate doubling of current annual import volumes. The proposed parking structure would not increase vessel traffic at the Port. Vessel activity is constrained by factors independent of vehicle storage capacity, including navigational limitations such as channel depth and vessel size restrictions.

The project site is not included on any list of sites enumerated under Government Code Section 65962.5.

Significant Environmental Effects Anticipated as a Result of the Project: The Draft EIR concludes that the project would not result in significant environmental impacts with the incorporation of mitigation measures for air quality, cultural resources, geology and soils, hazards and hazardous materials, noise, tribal cultural resources, and utilities and service systems. Based on the EIR analysis, noise impacts related to construction potentially cannot be mitigated to less than significant levels. Therefore, construction-related temporary noise impacts are significant and unavoidable.

Public Review and Comment Period: The Draft EIR is being circulated for a 45-day public review period: Tuesday, July 21, 2026 until 5:00 p.m. on Friday, September 4, 2026.

NOTICE OF PREPERATION OF A DRAFT ENVIRONMENTAL IMPACT REPORT

Project Title: P1 Hueneme Parking Structure Planning Project

Project Applicant: Oxnard Harbor District, 333 Ponoma Street, Port Hueneme, CA 93041

Project Location: The project site is located immediately west of the Port of Hueneme’s (Port) office building located at 333 Ponoma Street, Port Hueneme, in Ventura County. See Figure 1 for project site location.

Acting as a lead agency for the California Environmental Quality Act (CEQA), the Oxnard Harbor District (District), is issuing this Notice of Preparation (NOP) of a Draft Environmental Impact Report (EIR) to solicit input on the scope of environmental issues to be evaluated in the EIR for the proposed P1 Hueneme Parking Structure Project (project).

 

Project Description:

The Port is one of the busiest ports on the U.S. West Coast, and currently serves as the fourth largest container port in California and the sixth largest container port on the U.S. West Coast, as well as ranking among the top 10 ports in the U.S. for automobiles.

The proposed project would include construction and operation of a new aboveground vehicle parking structure at the Port. The parking structure would serve as the transfer point between ocean-going vessels and off port vehicle processing facilities. The new structure would include a minimum of 7,500 parking spaces and would enable operational efficiency and flexibility. The structure would have between three and six levels of parking, and would include sustainability features and clean technologies, such as a stormwater management system, a vegetated green wall facing eastward, and solar panels.

The maximum height of the structure is projected to be approximately 70 feet above ground surface. The maximum area footprint of the structure would be approximately 1,100 feet by approximately 400 feet, or approximately 440,000 square feet (10.1 acres). The proposed structure would be constructed in multiple phases with each phase of the structure being approximately 400 feet by 400 feet in area. Construction would require the demolition of an existing warehouse that houses some offices and laboratories.
