Dona joined the Port of Hueneme as the Director of Business Development in 2014 with a strong background in the maritime industry, commercial development and global logistics. In 2017 Dona was promoted to the Chief Commercial and Public Affairs Officer. In her new role she leads the Commercial Strategy and Development Planning at the Port. She is also the head of Public Affairs including Government and Media relations.
She has a Bachelor of Science Degree from the College of Charleston in Charleston, South Carolina with International Business Major and Minors in German Language and Global Logistics and Transportation. Dona also holds a Master of Business Administration Degree from Saint Mary’s College of California in Moraga, CA. She has been working in the transportation sector and maritime industry for more than 16 years. She also serves as the Board Director of the Oxnard Chamber of Commerce, the Port Hueneme Chamber of Commerce and the Workforce Development Board of Ventura County. Dona is actively involved with CAPA and AAPA by joining their Maritime Economic Development and Strategic Refresh Committees. She serves on the Board of the Banana Festival, Inc. as well.
Prior to joining the Port, Dona gained her professional experience from working for over 13 years for three major ocean carriers – OOCL, Horizon Lines and Hapag-Lloyd in multiple locations: US East Coast (Charleston, SC) and US West Coast (Long Beach and Oakland, CA). Working for the ocean carrier sector, she gained her extensive knowledge of terminal and vessel operations, global trade and logistics, key account management, strategic planning and commercial development. In her spare time Dona enjoys giving back to the community by speaking at the College of Charleston’s Transportation Classes, volunteering at her son’s elementary school, and managing a booth at College Transfer Fairs for the College of Charleston where she discusses the importance of higher education and mentorship.
Ms. Toteva Lacayo lives in Ventura, CA with her husband and their son.
